I think this white stuff is animal rather than vegetable, and if so definitely invertebrate!  I saw numerous patches or colonies of it on the undersides of leaves in the conservatory on this day.  The long thin filaments flying out from these creatures were quite remarkable.  This is a shot of the underside of a leaf of the Bird of Paradise plant in the Temperate House of the conservatory.
