The catalpa grove that surrounds the picnic area on the eastern boundary of the park, along Wolfinger Rd, includes some wonderful mature specimens as well as a larger number of immature ones.

The individual blossoms, and the way the blossoms are grouped in panicles strongly resemble those same features in lilacs.  However, the leaves don't have the characteristic heart shape, smooth surface, and unserrated edges of all the lilacs with which I'm familiar.
Lilacs are closely related to privets, so perhaps this is a variety of privet.
